Created for the Second Estates General of Urbanism and Architecture (Seconds États Généraux Urbanisme Architecture), this poster by Belgian artist Jean-Michel Folon (1934–2005) promoted a public forum held in Paris from June 15–20, 1976. Organized by the Association pour le Développement de l'Urbanisme et de l'Architecture (ADUA), the event brought together architects, urban planners, designers, public officials, and citizens to discuss the future of France's built environment during a period of rapid urban transformation.
The title deliberately references the historic Estates-General, the representative assemblies convened in France before the Revolution of 1789. By invoking this powerful historical precedent, the organizers framed the conference as a democratic forum where questions of housing, city planning, architecture, and public space could be debated collectively rather than dictated from above. Such discussions were particularly relevant in 1970s France, as postwar redevelopment, suburban expansion, and modernist planning projects reshaped cities across the country.
Folon's design distills these themes into a striking symbolic image. A radiant eye hovers above two converging rows of architectural forms, suggesting both observation and oversight while evoking the relationship between people and the urban environments they create. Rendered in his characteristic watercolor gradients of cream, gold, and terracotta, the composition balances geometric order with atmospheric softness, transforming a civic planning conference into a meditation on vision, responsibility, and the future of the modern city.
By the mid-1970s, Folon had become one of Europe's most celebrated graphic artists, known for creating poetic imagery that communicated complex ideas with remarkable clarity. This poster exemplifies his ability to elevate promotional design into a thoughtful work of art while capturing the intellectual and cultural concerns of its era.
